The colony Martinique wishes to recall its intendant.
The author, who remains anonymous, states from the outset that only probity is to be desired in an intendant of the islands, and that it is the intendant’s duty to supervise his offices where ‘countless prevarications’ are taking place. He then recalled the origin of this institution, before listing the responsibilities of an intendant of justice, police and finance. Next comes the subject of this note : “A la paix on renvoïa pour intendant à la Martinique, M. de La Rivière [1719-1801], à qui succéda le président Peinier [1705-1794]. C’est aujourd’hui le président Tachere qui remplit cette place. Il arrive assez ordinairement qu’on rappelle au bout de 3 ans les intendants des isles; il y a plus de 3 ans, et contre le vœu des habitans, que le président actuel est à la Martinique…”.
[Together with a note by the same hand, small 8vo, bifolium, on the same subject]:
This note has the same objectif: “L’intendance de la Martinique est occupée par M. le Président Acher [sic] depuis 4 ans; cette intendance n’étant que triennale, M. le Président Acher pourroit être rappelé; c’est le vœu de la colonie…”.
This was Philippe-Athanase de Tascher (misspelled ‘Acher’), former ‘president à mortier’ of the Parliament of Metz, who held the office of Intendant of Martinique from 1771 to 1777. The author also advocates re-establishing the intendancy of Guadeloupe, which had recently been combined with that of Martinique following the death of the intendant of Guadeloupe, Jean-Louis-Honoré d’Hesmivy, baron de Moissac, who died in Guadeloupe in 1769. Traces of folds. The documents are very legible.
